UAE POLICY CONTEXT · VERIFIED PUBLIC SOURCES

Digital.
AI-enabled.
Sustainable.

The UAE’s public policy direction increasingly connects digital transformation, artificial intelligence, future-ready skills, operational efficiency and sustainability. The 1 Million Business Mission uses this public context to shape its long-term pathway for businesses.

Important: EQUORS is a private-sector initiative. This page explains public-policy context only. It does not represent government sponsorship, approval, accreditation or formal policy alignment unless separately confirmed in writing by the relevant authority.

NATIONAL DIRECTION

What the official policy landscape says.

The strongest connection is not a claim that this mission is a government programme. It is that the business journey — digital foundation, connected operations, responsible AI, efficiency and sustainability — reflects areas the UAE is actively advancing across government and the wider economy.

DIGITAL GOVERNMENT

Digital by design, integrated and proactive.

The UAE Digital Government Strategy 2025 calls for cross-sector digital integration and emphasizes user-centric design, digital-by-design services, data-driven government, digital capabilities, shared infrastructure and service automation.

DIGITAL ECONOMY

A larger share of the economy is expected to be digital.

The UAE Digital Economy Strategy aims to double the digital economy’s contribution to GDP from 9.7% in 2022 to 19.4% within ten years, supported by more than 30 initiatives and programmes.

AGENTIC AI · 2026

Federal government is advancing from AI assistance to agentic operating models.

In May 2026, the UAE Cabinet approved a federal framework targeting the transition of at least 50% of government services and operations to Agentic AI models within two years, together with a programme to train 80,000 federal employees.

SUSTAINABLE DIGITAL TRANSFORMATION

Technology advancement and environmental responsibility are being connected.

NET ZERO 2050

Sustainability is an economy-wide transition, not a website label.

GOVERNMENT-ENTITY EXAMPLES

The direction is visible at emirate level too.

Abu Dhabi and Dubai provide practical examples of how public-sector digital policy is moving toward AI-native operations, automation, paperless services, integrated digital platforms and sustainable digital infrastructure.

ABU DHABI · 2025–2027

AI-native government, cloud and full process digitization.

Abu Dhabi’s Government Digital Strategy 2025–2027 is backed by AED 13 billion and targets 100% sovereign cloud adoption for government operations, digitization and automation of 100% of processes, and more than 200 AI solutions.

WHAT THIS MEANS FOR BUSINESSES

Translate national direction into practical business readiness.

The mission should not ask every business to “become AI” immediately. It should create a staged path from the foundations that are useful today to the capabilities that become relevant later.

01Digital FoundationProfessional presence, discoverability, structured business information.
02Connected OperationsDigital records, workflows, forms and business tools.
03Automation ReadinessIdentify repetitive work and measurable operational opportunities.
04Responsible AI ReadinessUse AI where the business has a real use case, suitable data and governance.
05Sustainable Digital GrowthReduce avoidable paper and improve resource and process efficiency progressively.
Mission principle: start with what the business needs now; introduce technology progressively; measure outcomes; avoid unnecessary deployment. Policy context informs the direction, while participation decisions remain based on each business’s actual needs and readiness.
THE FIRST PRACTICAL STEP

Build the digital foundation before adding complexity.

Phase I focuses on the professional website foundation. Automation, AI and sustainability opportunities are assessed progressively rather than presented as mandatory technology deployments.
